Ahead of Kogi Supplementary Poll... INEC office razed, as Wada calls for calm

Ahead of tomorrow’s supplementary poll in some polling units in Kogi State, unknown arsonists have torched the Dekina Local Government Office of the Independent National Electoral Commission.
Security operatives are looking for clues to why the office was razed and the people responsible for the arson.
While many people believe it was aimed at frustrating the supplementary election slated for tomorrow, others said it may have been as a result of indiscriminate bush burning by some youths on hunting expedition.
It would be recalled that protests rocked the the Eastern part of the state over the death of Prince Abubakar Audu and the decision of the of the leading party in the election, APC to replace the late Audu with Alhaji Yahaya Bello from Kogi Central.
Meanwhile, the governor of the state, Capt. Idris Ichala Wada has called on the citizens of the state to ensure maintenance of law and order, as a Federal High Court sitting in Abuja is poised to deliver judgement on the Kogi political impasse today.
In a statewide broadcast to the people of the state, the governor asked the people of the state to refrain from taking laws in their hands, saying law enforcement agents will not hesitate to deal with trouble perpetrators.
“You will recall that shortly before the polls, I made a broadcast in which I encouraged all our people to perform their civic responsibilities and vote the candidate of their choice. I urged you all to be of peaceful conduct during and after the Governorship elections.
“As fate will have it, on the night of Sunday, November 22nd, I had to make another broadcast on the very sad and sudden demise of a former Governor of our state and candidate of the All Progressives Congress (APC), Prince Abubakar Audu. May his Soul rest in Peace.
“Understandably, the unfortunate event of his loss and the declaration of the governorship election as inconclusive by the Independent National Electoral Commission (INEC), has thrown our state into deep uncertainties and apprehensions.
” To enable it complete the process, the Independent National Electoral Commission (INEC) ordered for a supplementary poll in 91 polling units across 18 Local Government Areas of the state. The events of the last one week have therefore combined to put our state on the edge. Indeed, these are trying times for democracy in our state and country.
“However, we must never loose track of the fact that we are all brothers and sisters, hence, the need to preserve the peace for which our people have been known over the years.
“My administration believes in the rule of law and the ability of the judiciary to do justice. I have therefore approached the Federal High Court, Abuja, for the resolution of the present stalemate. Judgment is expected to be delivered by the Court on Friday, 4th December, 2015.
“The Nigerian judiciary has shown itself as the last hope of the common man. I therefore urge you all, to remain calm, orderly and law abiding as we await the decision of the Court. All our people across party lines and Senatorial Zones must remain peaceful. Nobody should contemplate taking the laws into their hands.
“The Security Agencies will not hesitate to deal with anyone or group who may attempt any actions that may breach the peace and security of our state.
“At the end of the day, I have no doubt that the current Kogi experience will enhance jurisprudence and democracy in Nigeria”.

APC, PDP at war over source of bailout funds

ABUJA — THE Presidency and the national leadership of the Peoples Democratic Party, PDP, were sharply divided, yesterday, over the sources of the N804.7 billion relief package being worked out to bail out many states of the country from their unpaid salaries burden.
While the PDP said that a significant amount of the princely sum came from savings left behind by the out-gone administration of Dr Goodluck Jonathan, the Presidency disagreed, arguing that the money came from proceeds of Nigeria Liquefied Natural Gas (NLNG).
President Muhammadu Buhari
President Muhammadu Buhari
Upon assumption of office on May 29,  President Muhammadu Buhari said the departing PDP government left an empty treasury and pleaded with Nigerians for patience as they await urgent implementation of his change agenda.
The Presidency also refuted some media reports that the presidential relief package was drawn from the Excess Crude Accounts, ECA, stressing that the ECA is intact. This came as state governments, the leadership of the ruling All Progressives Congress (APC) and some eminent Nigerians lauded President Muhammadu Buhari over the relief package, saying itwill help boost the economy.
Buhari, APC should learn from PDP and save for the rainy day –PDP
In a statement by its National Publicity Secretary, Chief Olisa Metuh, the PDP said that the bailout would go a long way in alleviating the sufferings of Nigerian workers in various states of the federation, most of whom have been without their wages for several months.
The party, however, noted that a significant amount of the bailout came from savings accumulated in the Excess Crude Account handed over to the Buhari administration by the past Jonathan-led administration.
“This development is in clear contradiction to the earlier impression given by President Buhari to Nigerians and the international community that they should not expect much from his administration in its first 100 days because according him, on assumption of office, he met a virtually empty treasury.
“We want to believe that given the President’s release of such huge amount, he may have realized that he was earlier misdirected on the actual financial state of the nation at the time he took over. In this regard, we expect the President, as a respected statesman to do the needful to correct that erroneous impression.
“Furthermore, we expect President Buhari’s APC administration as direct beneficiary of this savings initiated by past PDP administrations to appreciate the strategic importance of always saving for rainy days and as such guarantee prudent and transparent management of the nation’s resources now under its care.”
Continuing, the PDP urged members of the APC to put their house in order and stop distracting President Buhari by allowing him settle down for the business of governance.
Metuh said: “The party therefore charged the APC as a party in government to put its house in order, desist from injecting confusion and distracting the President from settling down to form a government and face the enormous challenges of governance, especially the implementation of his long list of campaign promises to Nigerians.
“It said Nigerians are no longer interested in insults, tirades and propaganda but in actions and policies that would move the nation forward, a stance the APC has failed to recognize.’’
PDP lied—Presidency
Reacting to the PDP’s claims that a significant amount of the bailout fund came from the ECA left by former President Jonathan, the Presidency clarified that the fund was generated from proceeds paid in by NLNG.
Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu said: “Let me say that no money was taken from the Excess Crude Account. I was present two weeks ago when the governors met with the President, one of them (governors) called his attention to the fact that he had heard that Nigeria Liquefied Natural Gas, NLNG, had paid in some dividends to Nigeria.
“Let me also add that in the course of their courtesy visit last week, the board of NLNG announced to the president that they had made the payment. So in a similar way, the President was just informed about this money last week.”
Indeed, the presidency had before the telephone chat with Malam Garba Shehu refuted some media reports that the presidential relief package was drawn from the  ECA, stressing that the ECA remains intact.
It said that the bail out was drawn from the dividends realized from the proceeds of the Liquefied Natural Gas Company (NLNG), a special intervention relief fund from the Central Bank of Nigeria, CBN and a debt restructuring deal by the Debt Management Office, DMO.
It will be recalled that the Accountant-General of the Federation, AGF, Ahmed Idris, on Monday told State House Correspondents that the three tiers of government were to share about $1.7 billion, equivalent of N391 billion.
But a statement by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina yesterday overruled Idris on the ECA.
The statement read thus: “Reports in sections of the  media today that funds will be drawn from the Excess Crude Account for the relief package approved by President Muhammadu Buhari for states and local governments, are incorrect. For the purpose of greater clarity on the matter, the measures approved by President Buhari to deal with the problem of unpaid public sector salaries in many states are as follows:
*The sharing of the  $2.1 billion dividend paid to the Federation Account by the Nigeria Liquefied Natural Gas Company (NLNG);
*A Central Bank-packaged special intervention fund that will offer financing to the states, ranging from N250 billion to N300 billion. This will be a soft loan available to states for the purposes of paying backlog of salaries; and
*A debt relief programme designed by the Debt Management Office which will help states restructure their commercial loans currently put at over N660 Billion, and extend the life span of such loans while reducing their debt-servicing expenditures.
“The measures approved by President Buhari definitely do not include drawing down the remaining balance in the Excess Crude Account or the “liquidation” of the account as some media outlets have wrongly reported. No such decision has been taken or approved by President Buhari, and  last week’s meeting of the National Economic Council clearly concluded that the Excess Crude Account should be left untouched at this time.”
APC hails Buhari for ending workers’ mystery
Reacting to the development, the APC has hailed President Buhari for coming to the aid of the long-suffering Nigerian workers with a multi-billion-naira package that will not only ensure that all arrears of salaries owed by many states across the country are immediately paid, but will also make it easier for the states to meet their monthly salary obligations henceforth.
In a statement issued in Abuja by its National Publicity Secretary, Alhaji Lai Mohammed, the party said it was particularly delighted that the President has shown that he is truly the father of the nation by eschewing partisanship in approving the intervention fund for all the states, irrespective of which parties they belong to.
‘’We say this because when states were financially handicapped during the tenure of the last federal government, opposition states were hung out to dry why states belonging to the then ruling PDP got generous bailouts.’’
APC said by his action, President Buhari has practicalized his deep understanding of the essence of governance which, more than anything else, is about the well being of the citizenry.
The party said worthy of note and commendation is the fact that the special intervention fund approved by President Buhari was packaged without any external borrowing, despite the paucity of funds occasioned by the fall in the price of crude oil and the unprecedented profligacy of the immediate past administration that dried out the pot of national resources.
It said so early in the life of his administration, President Buhari is walking his talk by showing that with prudence, financial discipline, plugging financial leakages and a deep sense of patriotism, even the nation’s dwindling resources can still be more effectively utilized for the benefit of Nigerians, rather than be looted by thieving public officials who abuse their office.
Bailout commendable – Gov Dickson
Governor Seriake Dickson of Bayelsa State also hailed the President’s bailout decision. Through his Chief Press Secretary, Daniel Iworiso-Markson, he said: “The bailout to states by President Muhammadu Buhari  is highly commendable. Bayelsa is also expecting its own share of the bailout funds to meet our outstanding obligations to pensioners and local government workers.
“As you know, Bayelsa State is not owing its workers, as it was the case with most states in the federation due to the sharp drop in oil revenue. But we welcome the bailout to enable us support the chairmen of the eight local government areas to clear the backlog of salaries owed local government workers and pensioners.”
It will lessen states’ debt burden – Gov Ahmed
In like manner, the Governor of Kwara State,Alhaji Abdulfatah Ahmed, expressed confidence  that the bail out for debtor states will lessen their debt burden or possibly eliminate it. In a statement issued by his Special Assistant on Media and Communications, Dr Muideen Akorede, Governor Ahmed also commended President Buhari for this gesture, describing him as a listening leader who cares about the welfare of his people.
Whatever comes to us will be judiciously utilized-Edo Govt
In  Benin City, Edo State Government through the Commissioner for Information and Orientation, Mr Louis Odion, said the state will judiciously manage whatever funds that accrue to it.
According to Odion, “this relief from the Federal Government this will help the Comrade governor to deliver more to the people because we have on going projects and new ones. I can vow to you that whatever comes to the state will be judiciously used as usual.”
Govs must cut their excesses — Obada, Owie, Okpozo
Former Deputy Governor of the state, Rev. Peter Obadan, former Chief Whip of the Senate, Senator Roland Owie and elder statesman, Senator Francis Okpozo reacted yesterday.
Obadan said: “The governors must be more prudent in the financial management of their states and one must not fail to commend Governor Adams Oshiomhole because it was the expectation of many that Edo State will be listed among the states that are unable to pay salaries. But he has excelled.”
On his part, Senator Owie stated that “there is nothing wrong with the relief package. It is in order, provided it is a loan which will be refunded or be deducted from their allocations. A situation whereby you bail out a state owing 11 months salary and then bail out another state owing one month or two months and then you now say that money is free will  encourage indiscipline in governance.”
Senator Okpozo said: “I know President Buhari will not allow wastage of public funds, but he should not forget that there are some governors who waste public funds unreasonably and he should help make sure that every penny made available to the governors is well monitored”.
Bailout well-timed –Gov Lanlong
In Plateau, Governor Simon Lalong said the bailout is well-timed.  Reacting to the issue, the Director of Press and Public Affairs to the governor, Mr. Emmanuel Nanle, in a statement said: “The President is very right in giving the bailout. The payment of the fund is simply the bailout which the governors asked for and you are aware that they asked for two things, the first was either for government to reimburse them for the value of  works done on behalf of the Federal Government, particularly road constructions and the rest.”
Osun  APC reacts
The APC in Osun State yesterday thanked President Buhari for coming to the aid of all Nigerian workers.
According to the party’s Director of Publicity and Strategy, Mr Kunle Oyatomi “the people of Nigeria and Osun in particular will for ever remember this action of Buhari, which signals the possibility of a progressive future for the country”.
It’s welcome, says  Abia govt
The Abia State Government has described President Buhari’s release of funds to states to offset their salary arrears as “a welcome development”, saying it would go a long way in assisting the Governor, Dr. Okezie Ikpeazu to stabilize his administration vision.
According to the Special Adviser to the Governor on Media, Mr. Ugochukwu Emezue, the money would help states bounce back into better financial position and give the governors some relief to pursue their programmes.
“For our own governor, being a prudent person, who has already cut his salary and allowances, he will utilize the funds very well. Already we have started paying salaries to the ministries, so with these added funds, it will go a long way to help the state.”
Don’t divert the funds, Ondo NLC warns govs
From Ondo, the state leadership of the Nigeria Labour Congress (NLC) warned governors not to divert the funds. State NLC Chairman, Comrade Bosede Daramola said that any state governor who diverts the funds will incur the wrath of  Nigerian workers.

The US-based group said: “In this position, our own Super Hero, Dr. Ike Ekweremadu has been tested and found highly worthy. Though this was a hard-to-believe outcome of the National Assembly elections, considering the political setting of current Nigeria, we are not surprised, as we know that we have a rare phenomenon in the person of this honorable man, fondly and largely known as IKEOHA”.

Governor Nyesom Wike yesterday commenced probe of the administration of his predecessor, Chibuike Amaechi as he constituted a seven man Judicial Commission of Inquiry headed by Justice George Omereji to investigate alleged sale of some state assets as well as the projects for which funds were allegedly released but not executed.
The Judicial Commission of Inquiry which has 23 terms of reference has one month to turn in its report.
Wike’s action was coming against the backdrop of claims by Amaechi’s former Deputy, Tele Ikuru that the former administration under which he served was the most corrupt in the state
Ikuru alleged that his former boss allegedly spent N812 million to furnish his private residence.
The former deputy governor spoke at Government House, Port Harcourt yesterday while handing over the final report of the transition committee he chaired adding that the former government also spent N4.96 billion on the proposed Justice Adolphus Karibi Whyte Hospital with no structures on the ground.
However, inaugurating the commission of inquiry, Wike said, “In exercise of the powers conferred upon me by Section 2 (1) of the Commissions of Inquiry Law of Rivers State (Cap 30), 1999 and all other powers enabling me in that regard, I Nyesom Ezenwo Wike, Governor of Rivers State, hereby constitute and appoint a Judicial Commission of Inquiry for the investigation of the administration of Governor Chibuike Amaechi”.
He asked the Commission of Inquiry to investigate the sale of Omoku 150 MW Gas Turbine , Adam 360 MW Gas Turbine, Trans-Amadi 136 MW Gas Turbine as well as the Eleme 75 MW Gas Turbine.
The Commission of Inquiry is also expected to investigate the mono rail project and the sale of the Olympia Hotel by the Amaechi administration as well as the non execution of the contract for the construction of the Justice Karibi White Hospital after the former administration had paid $250 million to the contractor.
He further directed the Commission of Inquiry to investigate the expenditure of N96 billion from the Rivers State Reserve Fund without compliance with the extant laws as well as make appropriate recommendations that would assist the state government recover proceeds from the gas turbines sold by the former administration.
Furthermore, the commission also has the mandate to recover alleged funds wrongfully disbursed on the failed Justice Karibi White Hospital; the alleged funds illegally withdrawn from the state’s Reserve Fund and the alleged N2 billion illegally disbursed under the Agriculture Credit Scheme.
Responding, Chairman of the Judicial Commission of Inquiry, Justice Omereji assured the governor that the panel would carry out its assignment diligently and in line with the terms of reference, pointing out that, at the end of the day, the Rivers people would be happy with the job of the commission.
Other members of the Commission of Inquiry include Dr Edith Chukwu, Chief Monday Ekekenta, Rev. Canon Alex Usifo and Elder Ignatius Piegbara. Mrs Florence Fiberesima is to serve as secretary while Dr Zacheaus Adango would serve as the counsel to the Commission.
Meanwhile, receiving the report of the transition committee he set up from the former Deputy Governor Ikuru, Wike asked President Muhamadu Buhari to support his bid to recover funds allegedly stolen by the past Amaechi’s government.
He said : “ I am confident that President Buhari will support my administration in the quest to tackle the massive corruption that characterised the Amaechi administration.
“We are aware that the immediate past administration and her officials will resort to blackmail and propaganda for the purpose of diverting attention from their corrupt practices. We shall remain focused on the task of getting back Rivers State resources and assets.”

Tanker fire disaster:How angels of God saved me at the mention of Jesus – Survivor

ONITSHA— For an upward of five years now, auto crashes had consistently occurred at the sloppy Upper Iweka axis on the Onitsha end of Enugu/Onitsha expressway, with attendant high rate of casualties. The crashes usually occurred at quarterly or yearly intervals and in most cases, heavy duty vehicles fully loaded with goods usually developed brake failures and end up with disastrous consequences.
Mrs. Ihezie, a survivor
Mrs. Ihezie, a survivor
However, this particular incident of Sunday, May 31, 2015, appeared to have turned the most tragic among similar incidents in the previous years as the number of casualties ranged between seven and 18 as the case may be. But to the chagrin of all and sundry, this latest fuel tanker carnage claimed up to 70 lives at a stretch, according to the figures released on the spot by both the officials of the Nigerian Red Cross Society, NRCS, and the Federal Road Safety Commission, FRSC.
The NRCS and FRSC officials were among those who joined hands with the police and other security agencies in carrying out both rescue operations and evacuation of the deceased and injured ones to different hospitals and morgues for depositing and medical attention.
Although, the management of Onitsha General Hospital quoted its own casualty figure as only 43, eye-witnesses and survivors said the figure was even more than the 70. The Chief Consultant-In-Charge of Onitsha General Hospital, Dr. Mercy Ebelechukwu had stated that contrary to the 69 and 70 casualty figures quoted by voluntary agencies, the correct figure of the dead stood at 43, while only six were injured.
According to her, 22 corpses were brought to the General Hospital morgue on the fateful day, while 20 other corpses remained at Toronto hospital morgue, adding that out of the seven injured ones, one more died on the way to Anambra State University Teaching Hospital, Awka and the corpse was brought back to General Hospital morgue bringing the number of corpses at the General Hospital Morgue to 23.
She further explained that out of the 20 corpses deposited at Toronto Hospital morgue, 12 were moved to General Hospital morgue to bring the total figure now to 35, while the remaining eight were still in the Toronto morgue, adding that out of the remaining six injured ones at Toronto, one was transferred to Awka Teaching Hospital, apart from three other injured ones who were rushed to Menax private hospital, out of which one had been discharged.
She expressed the fear that the situation might lead to mass burial because most of the corpses were burnt beyond recognition and as a result, they had already started decompo-sing to the extent that if more time was wasted, there could be an out-break of epidemic, in spite of the chemical contents being poured on the corpses to curtail the odour.
The Chief Medical Director of Toronto Hospital, Onitsha, Dr. Emeka Eze, attributed the high death-toll during the fuel tanker incident to stampede.
Speaking when the leader of Progressives People’s Alliance, PPA, in the State, Chief Godwin Ezeemo, led a delegation of his party to the hospital to sympathize with victims hospitalized there, Dr. Eze added that there were still corpses, to be claimed by their relations which could not be easily identified.
Eze, who noted that state government had sent pathologists take samples of the dead, added that the prompt intervention of both the Federal and state governments when the incident occurred, showed that the present leaders had the interest of their people at heart.
He also attributed burns to the increase in the death-toll, adding, “we have isolated the victims. They would have died if not that we isolated them. We heat up the rooms where they are kept because they have no skin in them and feel cold.” Responding Ezeemo said he felt bad when he heard of the incident and resolved to come and sympathise with some of the survivors.

Extending his sympathy to the Obi of Onitsha, HRM Alfred Achebe at his palace, Ezeemo urged him to use his position to prevail on the authorities to help look for better locations for motor parks instead of having them along the Express way.
However, one of the survivors, Mrs. Virginia Ihezie, a newspaper vendor, trading under the name of Obura News Agency, told newsmen how one of the buses knocked down by the tanker trapped her on the ground. She said the bus held on her two laps and as she was shouting for help as people were running away from the scene.
According to her: “As the bus was holding me on the laps, I tried to pull myself out but I couldn’t. Rather, the more I struggle, the more blood was gushing out from the laps and when I saw a man running away and I begged him to come to my rescue, he simply told me that he could not lift up the bus alone and as I continued begging him to call others, he left me and fled the scene.
“As I continued crying and shouting the name of Jesus Christ, I became unconscious at a stage and was beclouded by some strange fellows dressed in snow white garments.I noticed that the fellows were angels of God sent by Jesus Christ to rescue me. At once I started hearing a voice telling me to pull out. As if the bus was being lifted up gradually, I began to pull myself out until I stood up and jumped the fence.”
Two minutes after I jumped the fence, bleeding profusely, I heard a very big bang as the tanker exploded and caught fire, while I ran from place to place in search of medical treatment. I went to Menax Hospital but was told that the doctor was not around.
However some of the nurses treated me and I went home. Ever since then, the medical personnel my husband engaged have been coming to my residential home to dress the wounds. Therefore, I must confess that I am a living testimony to that incident.
“Before that incident, I was in my news-stand and when I discovered that my GSM battery was low, I decided to go and look for where to recharge the battery but as I just stood up to go out, the incident occurred and I was trapped. So, when my fellow newspaper vendors were calling my number, my phone did not ring because of the low battery and they concluded that I was among those burnt by the fire.
“Then, they called one of my daughters who lives with her husband in far away Port Harcourt, Rivers State to inquire from her if I had a second phone number but the time they were calling my daughter co-incided with the time she was in a labour room in a hospital waiting to be delivered of a baby and as such, she was not responding to them effectively.
“So, by the time the news of my narrow escape was broken to her and her delivery was broken to me, we all sang praises to God. However, up till now, I have not seen my younger brother, Ifeanyi who was helping me in my news-stand and my conclusion is that he was among those burnt beyond recognition.”
Another witness, who identified himself as Evarist Anyanwu, declared: “I watched the fire ravaging one woman, popularly known as Mama Ejima (Twin’s Mother) and her husband, Papa Ejima and their twin children, adding that this type of disaster had ‘’repeated itself on an annual basis within that particular spot.”
One other witness, who simply identified himself as Nelson, attached to a popular transport company based in Onitsha, called on the state government to ban petrol tankers from plying the roads during the day to avoid future occurrence. He said that if the incident had occurred at night, there might be little or no casualty at all, adding that he would like to correct the impression that the tanker swooped on many vehicles in the park and killed all the passengers.
He stated that as an eye witness, “what actually happened was that the tanker driver lost control of the vehicle as a result of suspected brake failure, rammed into a bus carrying few passengers, killing few of them and trapping others, but when sympathizers thronged the scene and wanted to rescue the few passengers trapped on the bus, the liquid content now exploded and spread the fire on the sympathizers, the vendors and those reading newspapers at their news-stand and roasted them.”

Unpaid Salaries: Osun Risks Peoples’ Revolt – PDP Warns

Rauf-Aregbesola-of-Osun-State-being-cheered-by-All-Progressives-CongressThe Osun State chapter of Peoples Democratic Party, PDP, yesterday warned that the state may be plunged into serious security crises, if workers’ salaries are not paid within seven days.
This is just as the party warned Governor Rauf Aregbesola’s aides against insulting people that are making efforts to bail the state out of the “quagmire”, which it said the governor had already admitted the state is in.
In a statement issued in Osogbo, the state capital by its spokesman, Prince Diran Odeyemi, the PDP said from all indications, the June 30 deadline for the payment of salaries by Aregbesola, rather than solving the problem, is heightening tension among residents.
According to the opposition, the situation was not helped by the demands of Ramadan period and urged Mr. Aregbesola to ensure workers are paid by 21st of June to stem rising tension among the residents.
The PDP said: “We have rightly been informed that crime rate is on the rise, no thanks to the economic crises Ogbeni has plunged the state into. Many more people are taking to crime because of cash crunch.
“And despite the concerted efforts by the police that have resulted in arrests, these criminals cannot be kept for more than 24hours because courts are under lock”.
Making reference to the response of Osun State Government to some tweets by Senator Ben Murray-Bruce, who announced the donation of half of his wardrobe allowance to unpaid Osun workers, the PDP said Gov. Aregbesola risks popular uprising because of insulting replies to those that are willing to bail the pauperised Osun people out of the jaws of hunger.
